Because Bush was over in Afghanistan looking for him. Just like he personally oversaw the torture at Abu Ghraib and decided not to secure the explosive material at Al Qaqaa after seeing it with his own eyes.

He had EIGHT years.

And he knew where Osama was at least once.

This is why the Republicans control the executive branch and both houses in the legislature. We can trust them to kill those who need kill'n.
